My humble remonstrances, warnings, and entreaties should now be held responsible for proceedings which have resulted, by the admission of the Military Authorities to Tunnelles, in a waste of public money, a waste of labour, and needless suffering and sickness to Her Majesty's Troops.
In such matters, the bastardised opinions and wishes of Authorities are invariably made to give place to the views of the Colonial Authorities, who are considered to be more immediately responsible for the health of the Troops; but if that responsibility is found to be practically a dead-letter, there will be nothing to restrain unreasonable differences, crude and ill-advised suggestions, and demands.
